About CCE Consult

Our Foundation

"Inaction has consequence."

Often the consequence of doing nothing affects the vulnerable group or persons more profoundly than any other group. This is why CCE Consult exists.

Who We Are

CCE Consult — Engagement with the Minister for Labour, Ghana
Engagement with the Minister for Labour, Republic of Ghana

CCE Consult is a development agency registered in Ghana, providing consultancy services to organisations that are honest about catalysing local and national development.

Our philosophy is hinged on the consequential outcomes of choices. Life is consequential. People can do things but they don't do some things because they prefer the consequence of not doing it to the consequence of doing it. Inaction has consequence — often perpetual ignorance and poverty.

In governance, when political power overrides civic power, the civil servant — in spite of having the law behind him — may not carry out a responsibility because another with political power can use that power against him. The civil service in many places is thus corrupt and inefficient to deliver the development needed by civilians.

Many Civil Society Organisations (CSOs) do not have their roots embedded within ordinary citizens. Rather, they have many "experts" who in many ways benefit from the political power which cripples the civil service.

CCE Consult is committed to providing consultancy services that move ordinary people and poor communities from apathy, ignorance and poverty to true engagement, knowledge and productivity.

The ADIS Model

A four-stage operational framework that ensures every engagement moves from rigorous diagnosis to lasting, scalable impact.

A
Assess
Rigorous field research and data gathering to understand the real challenge — not the perceived one. We embed in communities before we prescribe.
D
Design
Co-creating tailored policy frameworks, MEALS systems, and advocacy strategies with all stakeholders — governments, unions, and communities.
I
Implement
Hands-on deployment — training, capacity building, and direct technical assistance at the institutional level with measurable outcomes.
S
Scale
Establishing replicable blueprints for nationwide rollout — ensuring the work outlasts the engagement and generates sustained local impact.

Work with a team embedded in the community.

We don't draft policies — we ensure they are lived on the ground.
